Automated Customer Service Business System (ACSBS) End User Agreement (updated 5/7/2025)

Definitions for the purposes of this end user license agreement:

• “Agreement” means this end user license agreement that forms the entire agreement between You and the Department of Natural Resources (DNR) regarding the use of the ACSBS system.
• “ACSBS system" means the software program provided by the DNR.
• “ASA” means authorized sales agent including their employees.
• “You” means the individual accessing or using the ACSBS system.

Roles, Responsibilities, Expectations and Services:

• The ASA will represent the DNR and abide by the rules and regulations that govern the sale of hunting, trapping, and fishing licenses including, but not limited to: verification of residency, requesting the appropriate forms of identification and proof of eligibility and meeting the safety education requirements prior to the issuance of the approval.
• ASA must sell all products that are available through the sales system and not restrict the types of products that can be purchased.
• The charging of any additional fees for products other than the amount established by federal laws and Wisconsin Statutes by the ASA is strictly prohibited.  Products cannot be sold for less than the statutorily established fees.
• Customers shall not be required to purchase other merchandise from the ASA to obtain a DNR product.
• ASA is responsible for notify the DNR of any training needs.
• ASA shall ensure that each customer signs the signature screen when purchasing a license.  All customers should be personally attesting to statements.  ASA should NOT sign on behalf of the customer.
• All personal data including Social Security Numbers provided by the customer shall be kept confidential by the ASA.
• ASA is not expected to answer questions pertaining to DNR rules and regulations.  Customers should be referred to the DNR Call Center.

User Access to ACSBS:

• DNR encourages all ASAs to utilize individual clerk IDs for the purpose of identifying the authorized employee issuing products using the sales system.
• User credentials are to be confidential and not openly displayed.

DNR Provided Equipment:

• Equipment and supplies provided are to be used for that purpose only and are to be protected from unauthorized use.
• USB drives, phones, or other unauthorized peripheral equipment are prohibited and cannot be connected.
• ASA's may only use or connect keyboards, mice, or other DNR provided peripherals (printer and scanner). 
• Bluetooth device pairings are prohibited.   
• Internet browsing is prohibited. 
• Equipment cannot be sold, transferred, or discarded.  Equipment cannot be transferred from one address to another.
• Equipment provided is to be used for over the counter and in person DNR sales transactions only. 

Acknowledgement:

This agreement is between You and the DNR and governs your use of the ACSBS application made available to You by the DNR.  By clicking the checkbox for ‘I have read and agree to the following Terms and Disclaimers’ or using the ACSBS system, You are agreeing to be bound by the terms and conditions of this agreement.  If You do not agree to the terms and conditions in this Agreement, do not click the checkbox and do not use the application.
